  They charge ten dollars for non usable passport photos. Passport photos are 2 inches and centered. These were neither. They do not provide 2" photos. They provide a photo sheet and tell you to cut them with scissors. I don't know how exacting the state Dept is, but I don't have any crafting supplies to accurately cut them to 51mm. Tried and... Well not close enough. Fees are not refundable if it doesn't pass muster. So.. wasted 10 bucks and a morning walking there and back, and an afternoon going out to get a REAL passport photo.
